The Size of the European Cannabis Market
Cannabis is, by a wide margin, the most consumed drug in the European Union. Its illicit market is estimated at at least €12,100 million according to the EUDA. But the legal market is growing at a dizzying pace. The legal market was €870M in 2024 and grew to €1,450M in 2025 — a 67% jump in a single year. Projection 2027: over €2B.
The European legal market (€1.45B in 2025) is barely 12% of the illegal market (€12.1B). Canada after legalisation captured over 60% of the total market. Europe is at an inflection point.
Medicinal Cannabis: The Fastest-Growing Sector
Medicinal cannabis was valued at USD 7,390 million in 2025 in Europe, projected to reach USD 9,010 million in 2026 — 22% annual growth. Germany holds approximately 35% of the European medicinal market, followed by the UK (~20%) and Italy (~12%). In Spain, Decree 1138/2025 authorised the dispensing of dry flowers in pharmacies.

Germany: The Catalyst for European Change
The CanG (Cannabisgesetz) came into force in April 2024: possession of up to 25g in public / 50g at home, up to 3 plants, access through non-commercial Cannabis Social Clubs. Medicinal cannabis imports grew 19% in Q3 2025. Germany’s decision to liberalise pressures France, Austria and the Netherlands to review their positions.
Key Trends 2026–2030
CSC model dominates: private non-commercial clubs consolidate as the preferred model before a free market. Dutch experiment: since April 2025, coffeeshops in pilot cities only serve cannabis from licensed growers. Medical leads recreational: historically medical precedes recreational by 5–10 years — Italy, Poland and Spain may follow. Synthetics banned: HHC and derivatives banned in Spain (2025), France, Austria and Germany — the market polarises between regulated natural and banned synthetics.
